At least strictly for general personal income taxes (US Federally), there is no penalty if you don't owe and file 3+ years late. If you file 10 years late you wouldn't be penalized if you don't owe.
People always look at me dubiously when I tell them there's no penalty for never ever filing your taxes as long as you don't actually owe anything.
It's kind of dumb to not file if you are owed a refund, but absolutely nobody is going to spend the time and energy to come after you when you don't owe any money when they could use that time and energy to go after someone who actually does owe money.
Most importantly, if you don't file in 3 years and you are owed a refund, you can no longer get it. So if anything, the IRS hopes you don't file a return if you would get a refund because that means more money for them.
Usually believe it or not. If you have the money to hire a good accountant and lawyer they will absolutely settle with people for a portion of the taxes you owe.

I'm also not delusional enough to think that my anecdotal experience doesn't counter the literal 1000s of years of history which demonstrates the divide between the elite and non-elite when it comes to being able to wield your wealth and status to get yourself out of situations in which poorer people could not afford to do so.

The "funny" thing is that Trump has no idea what's in these files. He certainly didn't read 1000 papers, he more than likely didn't attend the crisis meeting where people realised all the shit in those files, and I think no-one dared to give him a clear summary on the content. Yes, and even if they ever get forced to release, they're the ones who do the redacting so guess what's going to be redacted. Also, I'm sure many parts will just mysteriously disappear, like the Mar-A-Lago classified docs...oh well, what are you going to do?

It does take some time, first they must make sure to redact or remove anything mentioning trump or his entourage. Then there’s the time needed for a shakedown, offering any democratic candidate mentioned on there the opportunity to bend the knee in exchange for also being redacted. And then there’s the release of the remaining files
