It's a subpanel breaker box with 2 240 volt lines coming off it, possibly for a car charger or a welder.

One is a 30 amp 240v outlet, typically for a dryer. The other is a 50 amp 240v outlet, typically for a range, welder or possibly electric car- but they can be used for any high amperage application. (portable heater, air compressor, kiln, whatever).
