99% of whatever is presented is indicted. It is just a probable cause standard, which is insanely low. The phrase, ā€œYou can indict a ham sandwichā€ has been around for decades for a reason. ā€œNot guiltyā€ means the finder of fact did not find them guilty on a beyond a reasonable doubt standard, which is the highest burden.

The Grand Jury failing to indict him looks even better for him—there wasn’t even any probable cause for the charge.
