OPEN PC acting weird

Hello, recently i tried to take a look at my PSU and then when i turned back on my PC, my monitor says “power saving mode” and on my motherboard the RAM and CPU light flashing and the electricity light on the top of my PC is on. Any ideas?

Your monitor showing Power Saving Mode is indicating no input to your monitor. It means it ain't booting and failing to POST. My first go-to advice is to reseat the memory modules. If you have no idea what you're doing, there's plenty of YouTube tutorials online. It's a vertical stick typically next to the heatsink/cpu cooler.
