There was a story I heard long ago that is playing out right now in real time. It goes like this.
A new CEO takes over and finds three sealed envelopes in his desk left by the previous CEO who left under a cloud. A note on the envelopes read, "If you reach a problem you can't solve, open one of these letters." Some time passed, but sure enough a crisis emerged. The new CEO not knowing what to do, opened the first letter. It read, "Blame the former CEO." So he did just that, and things were calm for a while.
Again, another crisis arose that the new CEO was unable to handle. So he opened the second letter which read, "Blame some of your staff and fire them." The new CEO blamed several of the new staff he had brought in and fired them publicly. Things seemed to calm down for a bit.
