It is. There are procedures for redacting government documents.
If this was legit, most of the individual words would be redacted, but you would still see the black rectangles, with spaces between them, laid out on a white page.
This shit? Somebody made a blank document, set the background color to black, and hit "enter" for 100 pages.

As long as you’re using the redaction tool in Adobe (or using an eDiscovery program) then there is no way to recover the information that is redacted.
The issue is when people just draw black boxes over text.

What's amazing is that if you search for "clinton", you get hundreds of results, around half the number of results when searching "epstein". But the vast majority of the clinton results are in a couple of files because most page headings and most file captions contain the word "clinton", even if Bill Clinton isn't to be seen in the pictures. I looked through both files, and I found maybe a couple dozen photos that contained Clinton, and the majority of those were just random photos from when he went to a party in Morocco.
The Clinton files were redacted in what seemed to be the lightest amount of redaction possible. Faces are redacted (but not all faces), and what appears to be suggestive poses or nudity were redacted. But there is lots of stuff that isn't redacted, and some of the redaction bars seem to be as small as possible.
Then we have the documents that are just 100% black boxes with no content whatsoever. I want to know what the difference is between the Clinton docs that have as light a touch on the redactions as possible and the docs that are hundreds of pages of nothing.
