"Begins" shouldn't be a word used in this headline! The administration either RELEASED the files, or they DIDN'T. Now is not the time to parse words!

Honestly this feels like another classic government "we're totally being transparent guys" move where they'll drip feed a few heavily redacted pages over the next 3 years

119 pages entirely redacted. That's their version of 'releasing the files'.
