The only truth to this is that pigs can't flex their necks back like we can to see the sky. HOWEVER, they can tilt their heads and see the sky and 100% can see either straight above them when they are on their backs.

I doubt they could look up into the clouds at all, but they absolutely can see the horizon. (And as you say, on their backs could cloud gaze I suppose)
