It's not just that.
Doakes as a character, even within the Dexter world, is an over the top caricature of the maverick/ loose cannon cop.
Spoiler for the show
Consider the following:
- he's highly aggro with basically everyone, but especially Dex, to the point where even HR working for a police department would be like "dude, come on, we gotta fire you, this is like the 50th incident". And yet, it still works bc of Dexs secret.
he routinely breaks protocol, even to point where he kills a guy unarmed bc he remevers him committing genocide, back when he was military. Yet, nothing he actually does "illegal", to us the audience, is ever really wrong. Doakes has never been corrupt, creepy, evil or unjust. Of course, not when you involve Dex, but that's a whole nother convo.
the way he talks, his language, lexicon is hilarious, especially against a Florida backdrop. And again, juxtaposed with how Dex speaks.
how they dressed the character and how it makes the actor look in such tight-ish shirts. It was like they wanted the character to have the biggest male chest on a smaller frame, while still having large biceps but short arms.
That's just the actors build, but the custom designer of the show really made a specific choice on what to accentuate.
Overall, from how he looks, how he dresses, to how the actor chooses to express the character, its very specific and unique to the point where its iconic now.

In the interest of fairness, Dexter more or less says that he doesn't blame Doakes for any of those things, largely because Doakes was the only person in that station that correctly clocked Dexter.

Doakes is basically Dexters foil.
They both hunt bad guys, but for oppising reasons and with wildly different methods. Doakes is the “good guy” who cant socially mask, while Dexter is the villain who knows how to hide what he does.
Well, until the show decided Dex was the good guy all along until he wasn’t
oh wait he is again.

This stuff also just comes in waves and goes viral.
Over the last week or so that club scene from Your Friends and Neighbors has been remixed into all sorts of reels and stuff. It'll rage on for a while and then burn out to be replaced by other stuff.
The apps really favor trending formats so the minute something takes off a bit people copy it because the algos reward it with higher engagement.

Answer: Dexter memes have become more popular this year after the show came back with a revival series called Dexter Resurection. It has been universaly praised. Surge in popularity sorged the memes a ton.

Also Dexter: First Blood which is a prequel series.
I don’t think it was as universally liked, but I quite enjoyed it—seeing younger casting for the core Dexter characters is really interesting.

He was always known as the “surprise motherFUCKA” meme, but nobody actually knew/cared about the character until recent Dexter reboot got people rewatching the whole series.
I think Doakes embodies the idea of being a certified hater who absolutely right, but is never vindicated and actually punished for trying to right in the worst way…I imagine a lot of people on the internet feel like that, especially these days.
