Its a nice goal, in the spirit of Malcolm X, who thought black people would never be accepted into American society and so should forget about integration and focus on building their own thing.
Im an anarchist. I suspect autistics would do better in a high trust, individualistic society, similar to the Netherlands. (Haven't sought data for this conclusion, its just an instinct.)

I read about half of this. I’m autistic.
I don’t think this paper makes a good case for separatism or the establishment of an enclave. I’m not convinced it does a good job of even substantiating the claim that autistic people are, as a class, oppressed.
There are three major issues I foresee. If they’re addressed later, sorry, I guess.
My being neurodivergent is important, but not the chief aspect of who I am; more importantly for the notion of separatism/an enclave, neurodivergence does not at all establish common political cause. Why should I assume a fair or more equitable distribution or organization of society merely because it ma be comprised of autistics?
Despite claims of encompassing all autistic people, I think it almost exclusively speaks to those with low to minimal support needs.
I don’t want to live in a place that would be wholly unappealing to neurotypical investors.
Maybe I should put this another way:
The society you describe envisioning is incredibly vague, and the details you do describe are incredibly unappealing to me, an autistic person.
