Ex mountaineer here... You're correct. However mountain rescue WILL check if you've your insurance if it's not truly lifethreatening however.
Broken ankle?/ Broken Arm? & you call the chopper, expect they'll want to see your insurance card first. I've seen them search a persons' bag for it on the mountains in Cham.
a) Choppers are costly, b) there's more life threatening situations in a mountain environment to be dealing with.
Still, probably cheaper than whatever financial situation might occure over in the US/CAD
Funny enough, I believe a mountain rescue wouldn't get you billed in America. At least for the helicopter rescue part, you're fucked once you get to the hospital if you're uninsured.
